Name of the
Organisation : NRI SABHA PUNJAB, Divisional Commissioner
Complex, Jalandhar
NRIs are very significant and integral part of the
Indian Society. They are settled in more than hundred
countries of the globe but maintained their cultural
links with their motherland. They have always made
their presence felt in socio-economic life of our
country. Out of approximately more than 2.5 crore
Indians residing abroad nearly 70 lacs are Punjabis.
The people and the government of Punjab have correctly
realized this hard fact. It has also been felt that
they have been betrayed by their kith and kin and suffer
from other social complications. Due to administrative
and judicial procedure, the NRIs remained victim of
injustice and harassment. Prior to the year 1996, there
was no organization of NRIs and they were in total
oblivion where to take shelter and how to get their
grievances redressed. Most of them faced multifarious
difficulties about misappropriation of properties by
their kith and kin, relatives and caretakers. As a
result of these feelings the well-wishers of NRIs,
founded an organization called NRI Sabha Punjab in 1996
which is patronized by Government of Punjab.
NRI Sabha Punjab office was formally inaugurated by the
Governor of Punjab, His Excellency Lt. Gen (Retd.) B.K.N.
Chhibber, PVSM, AVSM, VSM on 27.10.1996. The Government
of Punjab gave their approval to the Constitution of NRI
Sabha Punjab and for its registration on 5.3.1998. Thus
the Sabha was got registered as a Society under the
Societies Registration Act, 1860 on 20 March 1998. Its
headquarters is at Jalandhar.
The Chief Minister of Punjab is
its Chief Patron. At present S. Parkash Singh Badal is
the Hon’ble Chief Patron. Capt Balbir Singh Bath is the
Minister for NRI Affairs, Punjab. The Chief Patron can
nominate one or more Patron(s), accordingly, the Chief
Minister Punjab has nominated S. Surjit Singh Rakhra and
S. Jaswinder Singh Dhaliwal as Patrons. At present, Sh.
Vikas Partap Singh, IAS is the Commissioner NRI Affairs,
Punjab and Sh. S.R. Ladhar, IAS, Commissioner Jalandhar
Division is the Chairman. Sh. Kamaljit Singh Hayre is
the elected President of NRI Sabha Punjab. Under him,
the Executive
Committee stands formed
with portfolios allotted to them as approved by the
Chairman. The officers/officials appointed under the
order of Chairman work in Central Sabha Office under the
immediate supervision of President.
The
District Units of NRI Sabha
are in existence in the Districts namely, SBS Nagar,
Kapurthala, Ludhiana, Moga, Tarn Taran, Amritsar,
Hoshiarpur, Gurdaspur, Patiala, Mohali, Ropar. The DCs
are the Chairmen of District Units. The President of
District Unit is also elected after every two years with
the condition that where the strength of member of
District Unit is less than 100, the President is
nominated by the DC-Cum-Chairman without holding
election.
NRI Sabha Punjab is the only NGO in Punjab
to look after the interests of NRIs. It was constituted
in the year 1996 with the approval of the Punjab
Government. It is a non-political body and its Chief
Patron is the Chief Minister Punjab. Its Chairman is
also a Government officer and the President is elected
by the members. It has been working since then for the
welfare of NRIs and for the removal of their genuine
grievances in close coordination with the Government.
By now, it has about 15,000 NRI members settled in
various countries.
OBJECTIVES OF THE NRI SABHA PUNJAB
Ø
Help the NRIs in protecting their rights in Punjab,
especially in property related matters.
Ø
Provide facilities to NRIs on their visit to Punjab.
Ø
Pursue the interest of NRIs with the State and Central
Government.
Ø
Help in investment of NRIs in Punjab for economic
development.
Ø
Maintain cultural and ethnic bonds of Punjab with the
NRIs especially with the new generation of the NRIs.
Ø
Promote social welfare in Punjab by motivating the NRIs,
their friends and relatives residing in Punjab.
Ø
Provide a forum for the NRIs, their friends and
relatives living in Punjab and the Government to join
and act together.
Ø
To work for the welfare and promotion of interests of
NRIs in general and NRIs of Punjab in particular without
any discrimination on grounds of caste, creed and
religion.
Ø
To work for the social welfare and economic development
of Punjab and India with the participation of NRIs.
Ø
To work for promotion of cultural and ethnic bonds of
Punjabi NRIs, specially of the new generation.
Ø
To work as a forum of NRIs of Punjab in Punjab and
India.
Ø
To create, promote or affiliate societies, trusts or
companies and to acquire assets, raise loan and obtain
donations and grants for activities pursuant to the
above objectives.
Ø
To act as an agency of State Government for promoting
the welfare of NRIs of Punjab.
Ø
To act as trustees of the properties of NRIs of Punjab
who wish to entrust their property to the Sabha for such
trusteeship.
Ø
To take special care of the NRIs who are members of the
Sabha.
SALIENT FEATURES OF
CONSTITUTION AND POWERS OF CHIEF PATRON, CHAIRMAN &
PRESIDENT
(1)
SALIENT
FEATURES OF CONSTITUTION
·
The constitution of
the Sabha has been designed to bring NRIs, their
well-wishers in Punjab in one integrated forum.
·
The affairs of the
Sabha are managed by full time professional managers.
The expenses of office and services to NRIs are met from
interest accruing on membership corpus.
·
NRI Members/Nominees
elect a President once in two years who forms Central
Executive with approval of Chairman, Management of the
Sabha vests in this Executive.
·
District Units
similarly function at the district level, consisting of
NRIs/Nominees belonging to the district through a
separate Executive under an elected President at
district level. Branch offices operate at Tehsil level,
especially in Doaba.
·
Deputy Commissioner
is Chairman of the concerned District Unit and
Divisional Commissioner Jalandhar or NRI Commissioner,
as the State Government may deem fit, shall be the
Chairman of the Central NRI Sabha. They are responsible
for conducting election of President of District
Unit/Central Sabha and audit of account and membership
record, apart from exercising general supervision and
lending his good offices to meet the needs of NRIs.

Chief Minister of
Punjab is Chief Patron of the Sabha and he can nominate
one or more Patron(s).

POWERS OF
CHIEF PATRON, CHAIRMAN AND PRESIDENT
Chief Patron :- Chief Minister
of Punjab will be the Chief Patron of the Sabha and he
shall nominate one or more Patron(s). The Chief Patron
is the guardian of the Sabha. His powers and functions
are as under :-
(a)
To nominate one or
more Patron(s).
(b)
To nominate 5
official and 5 non-official members on the State
Advisory Board.
(c)
To nominate 5 members
on the international Board of Governors.
(d)
To review any
decision of Chairman of the Central Sabha.
(e)
To preside meeting of
International Board of Governors.
(f)
To act as guardian of
the Sabha.
(g)
To approve creation,
promotion or affiliation of any institution, society,
company or trust.
(h)
To approve bye-laws
of the Sabha.
(i)
To approve transfer
of any immovable property and other assets of Sabha.
(j)
To consider any major
initiative or change in policy.
(k)
To approve amendment
to constitution resolved by the General Body by
majority.
Chairman :-
Divisional Commissioner, Jalandhar or NRI Commissioner,
as the State Govt. may deem fit, shall be the Chairman
of the NRI Sabha. The Chairman shall have the following
functions and powers :-
(a)
It shall be his
responsibility to ensure that membership register and
accounts are properly maintained by the unit offices and
the central office of the Sabha and membership is open
to all NRIs eligible as per the conditions laid down in
the bye-laws.
(b)
He shall be
responsible to ensure that the elections are conducted
according to the constitution of NRI Sabha and the
bye-laws.
(c)
Office and portfolios
will be distributed to the members of the Executive by
the Chairman in consultation with the President.
(d)
It will be his duty
to oversee the working of NRI Sabha and ensure that it
works as an efficient organization for achieving the
objectives of the Sabha. He would also see that the
unit Sabhas and branch offices work efficiently and get
due recognition in the working of the NRI Sabha.
(e)
Officers and
employees of the Sabha shall be appointed and removed by
the Chairman on such terms and conditions as he may deem
fit.
(f)
There shall be an
Executive Director in the Central Sabha who will assist
the President and the Executive in discharging the
functions of the Sabha. He shall also be answerable to
the Chairman for implementing the bye-laws and policies
of the Sabha.
(g)
Chairman can convene
and preside meeting of the Executive whenever he deems
fit, but shall not participate in voting.
(h)
The Chairman shall
have the power to suspend or annul any resolution of the
Executive. An appeal against such order shall lie with
the Chief Patron.
(i)
The Chairman shall
have the power to issue direction to the Executive
provided that any such direction can be modified or
annulled by the Chief Patron.
(j)
Chairman shall
appoint auditors for audit and inspection of the offices
and accounts for the Central, Unit and Branch Sabhas and
consider its report.
President :-
(a)
President shall be
the head of the Executive. Employees and members of the
Executive shall function under his supervision.
(b)
It shall be the duty
of the President and the Executive Members to ensure
that the Sabha works efficiently as per the constitution
of the Sabha and bye-laws for achieving the objectives
of the Sabha.
(c)
The election for
President shall be held by secret ballot once in two
years if unanimity in choice is lacking. An ex-NRI
shall be eligible to stand for election. If the NRI
member casts vote, the nominee member shall not cast his
vote.
(d)
Chairman shall
allocate portfolios/offices to members of the Executive
in consultation with the President.
(e)
The President may
constitute an Administrative Sub Committee (ASC) of the
Executive with the approval of the Chairman, for
discharging day to day functions. The ASC will have
such powers as may be conferred by the executive or the
bye-laws. The President may co-opt any person or
persons on the ASC with the approval of Chairman.
(f)
Meetings of the
Executive shall be convened and presided by the
President.
(g)
All decisions of the
Executive shall be taken by majority. The President
shall be entitled to cast vote in case of tie.
MEMBERSHIP
NRIs are welcome to become member
of NRI Sabha Punjab. They cannot include the names of
their family members however they are at liberty to make
one nominee living in India who may be their family
member or any one of their well-wishers. They can ask
their friends in India to make them member of Sabha but
NRI Sabha would require Membership form duly filled in
and signed by NRI alongwith Rs 5000/- for life
membership of one person, however if husband & wife both
want to become members then the life membership amount
would be Rs 6000/- (or equivalent amount in foreign
currency), two passport size bust photographs and self
attested photostat copy of the passport. There will be
no charges for the nominee, only two photographs are
required. Identity cards will be issued to the member/s
as well as to the nominee. Membership Form either can

collected from Central Office/District Unit Office and

An NRI who pays Rs 1 Lac or enrolls 40 members becomes a
Delegate Member. In every region abroad, Delegate
Members elect a Director Member. But an NRI who pays Rs
5 Lacs or enrolls 200 members also becomes Director
Member. Out of Director Members spread all over the
world, an international Board of Governors consisting of
21 members is constituted. The meeting of the Board is
presided over by the Patron.
NRI
Bhawan at Jalandhar

NRI Sabha’s office has been
shifted to its own building “NRI Bhawan” from a rented
building. The new office of the Sabha has a spacious
new building constructed on a land measuring 3 Kanals
given on 99 years lease @ Rs 1000/- per annum by the
State Govt. The cost of construction and interior work
is approximately 1.75 Crores. The new office has about 8
Rooms, for Chairman, President, Sr. Vice President,
Executive Director, Director (Finance), Media, Field
Officer, Computer Room, Wash Rooms on each floor for
Gents & Ladies etc. and also has a Conference Hall for
holding meetings. Also has plenty of space in the
basement for parking of vehicles. NRIs visiting Sabha’s
new Office for redressal of their grievances will now
feel very comfortable and convenient to visit the office
as the same is very accessible, spacious and having
various amenities for the benefit of NRIs.
